Just looking at the "wear/weakness" of the shield and chest area I think the face on this has been tooled.

I do not see any signs of tooling, Full Head does not equate to a "full details" coin. With that said, the coin is certainly not "GEM BU". It has been cleaned with the most obvious hairlines under IN GOD but I would bet that the rest of the coin is hairlined too, that was just the worst spot

Definitely cleaned, but no signs of tooling. I agree with Biokemist.

The coin is actually a fairly well struck BU that's been cleaned.
