Its got a lot of trash on it,should I give it a little wash to get a better scan?

Just try to get a better zoom of the 2 G's. I've never seen any kind of doubling like that. It could be a just PMD (likely) or possibly a dropped letter or some other type error I haven't seen. I can't quite see the pics good enough.

It looks to me like, something has hit the coin there, otherwise, the other letters would also be doubled.

I would say post mint damage.
