Post Mint Damage, How Is The Star Still Visible

I have this coin which I am 95% sure has suffered post mint damage. I would like to know how the part of the star in the gouge did not come all the way off with the rest. I would think that the raised portion of the design,(the stars) would be softer because of less pressure on that part of the planchet. Can anyone help me out?

Maybe its a lamination error?
