It looks like a "no shoulder fold" coin to me, the "I" in DEI looks flared.

Looks like a 53 NSF Far beads. The Near bead examples I have seen...the leaf appeared to be almost touching the beads.

Thanks for your input. I suspected it was NSF, but I often get fooled by the near/far reverse and the 9.
