I've never seen anything like it. I'm suspicious of it. Is this a real error or some kind of PMD? What do you think?

I am going to say I don't think its a error, I think its post mint because I don't know of anything that would make a coin look like that in the minting process

Yep, nothing like this indicates a mint error. Also note, the seller has only completed 8 transactions, so I think he thought he bought a money maker.

This is no error. This is someone playing with a coin and a grinder - probably a dremel tool.
