Interesting that South Carolina S doesn't look like a cameo proof, but it must be since it does have that S mint mark. Is this just from circulation wear that the frosting and mirrors are lost?

For State Quarters, yes, all coins minted in San Francisco were proofs. Only recently for the ATB series did they start making business strike finish issues in San Francisco. |

How about the older quarters pre-1999 and the national parks?

A few days ago someone I know got a 1997 silver proof quarter in change!

All clad pre-1999 quarters also are proofs if they have the S mint mark. For the national parks ( ATB) series, the started making both proof and business strike finishes at the San Francisco mint; neither of these are intended to circulate, so any S marked quarter is a good find in my book. |

Not just State Quarters are proofs. In 1968 they started minting proofs in the S mint. Cents, nickels, dimes, quarters, halves, and eventually dollars. |

Opened a roll of quarters at work and found a 1979S cameo! Reverse was in much better condition than obverse. I've never personally seen a cameo before! I'm pretty surprised I noticed it, I rarely even look at the quarters.
