I have a 1965 quarter that appears to have copper showing. When you put your hand over the copper, it is smooth to the touch. Error, or just something weird happen to the coin?

I'm no pro but it looks like some kind of glue residue to me but I'm sure others who are better qualified to answer will chime in soon.

That'll come right off with Acetone. We say not to substitute nail polish remover for pure acetone, as nail polish remover contains impurities. But in this case, you can use some nail polish remover just to prove it'll come right off.
