I can't really see the D/D, but in that condition it doesn't really matter.

I can see it, but not sure it is another D or some kind of blob. It seems pretty far off for an RPM. I had an 84-D that looked similar and it turned out to be one of those blisters that are common on the zinc cents.

This coin suffers from deep corrosion. The zinc core corroded through the copper shell, and likely through a split in the plating right around the mintmark causing it to bubble upward. It's worth one cent.
