No expert but I'm going to say no on the Cud, I don't see the blakesly effect on the reverse.

Definitly not a Cud. I don't see anything too significant. Left eyebrow, if you mean that little lump of raised metal, could be a die chip.

Is this a small example or large example of die chips/breaks? Any kind of premium on a coin like this or should it be put back into circulation?

Blakesley affects are noted on incomplete planchets. Die chips. Just worth what it is marked on the reverse of the coin.

They look like die chips, but that is an EXTREME number of chips on that coat collar/lapel.
