1971 - 72 Double Dollar Prestige Sets

I was looking on Colonial Acres site at the double dollar sets. In the description for the 1971 set it says "The nickel dollar for this set commemorates the entry in 1871 of British Columbia into confederation" and in the 1972 set is says "The nickel dollar for this set is the same design as the circulating dollar in this set"
Does this mean that there was no Silver dollar in those years?
Usually these sets contained a nickel dollar and a silver dollar?

For '71 annd '72 both dollars in the double dollar sets were nickel,from '73 on they came with one nickel and one silver dollar.
