1955-1-Cent---What's-This-?

For the first time, I decided to catalog my cents to see which were my doubles, and after writing them down I noticed a strange melt-y penny. It's a 1955. The entire coin is worn down, but this one part looks like an instrument was dipped into the melted coin and left an imprint. Can anyone shed any light onto this?

I believe its a counterstamp... what that one means is beyond me.
