If the other side is also at an angle, then this was definitely cut incorrectly. However, compare it with a regular note. If it is smaller, then it has been cut after printing. Most modern notes don't have this problem, but guess not for this one.
And this 20 franc, even without the error, is worth a bit (unlike other older series Belgian notes, which are worth almost nothing)
