It's probably a die clash but not sure. Below ear and middle of ear by side burn and beard looks odd also. What ya all think,thanks.John1

Looks like a clash to me! Under the ear is a rectangular mark left by one of the memorial bays on the reverse. Good eyes! Any signs of a clash on the reverse?

Clashes don't normally happen deep in devices. Clashes are usually field to field hits and one or both fields get depressed except where an opposing device exists. Remember, both die faces are flat with depressed rim, lettering, and images. One die can't get down into the other one. It could be struck through or foreign matter on this or a previous coin that did minor die damage.

Die clash - definitely. If there's no sign of a clash on the other side, it just means that the clash marks were either successfully removed or the die was changed out after the clash occurred.
