Looks like both rupees have 19 berries, the top has small diamonds, the bottom - large ones. That narrows them down already. Now you need to look (it's hard for me to see on the picture) whether there's an incuse S on truncation and whether there's a small raised v on the right bow of the ribbon.

The answer is no to both questions, and for both coins.
My only reference for these is Krause and Seaby. Does anyone else publish an easier to digest guide?

Then I'd say they are both Bombay mint, the top one is KM#457.3, the bottom KM#457.4

the two coins are very similar but the presence or absence of privy marks in such relative worn out coins is not easy to state. And then there are the diamonds of two sizes and the shaded or unshaded ribbon bowes. But even if Pridmore tried to separate Calcutta from Bombay mint by those features, now is accepted the diameter as ground point to recognize the Calcutta (31.1-31.4 mm), Bombay (31.6-31.7 mm) and Madras mint (31.8-32.3 mm: mintmarks can be more helpful to confirm but there are excpetions. Stevens and Weir p.43 as reference
