Here's my speculation...
Time is money. From a business point of view, think about the manpower it takes to go through even just 1,000 wheats. Think about the expense of having an employee go through those coins. Even if your dealer doesn't have employees, he must still consider his own time.
I'm guessing your dealer likely bought these wheats in bags and is probably selling them just as he got them. It is just not cost effective to tie up manpower to sort through all those wheats to pick out a few cherries like the ones you are finding. In his eyes, it is better just to move them out, make his profit, and move on to the next. The idea is to keep turning over your stock. If he has the same coins in his store every time you go in, pretty soon you will quit going in. Besides, if you are finding a few cherries here and there, it keeps you coming back for more.
