It's Machine Doubling, not a doubled die.

Just remember with this type of doubled die that you will see the doubling mostly on the outside edges of all the letters around the edge of the design in the affected area. A line of doubling along the outside edge of the memorial building without corresponding doubling on the outside edges of the letters at the rim is ALWAYS going to be Machine Doubling.

Reason for this is that this particular type of hub doubling is called "distorted hub doubling" meaning that a normal hub was used for part of the hubbing, then a distorted, or warped hub was used for the remainder of the design hubbing on the die. A warped hub is going to be slightly larger than a normal one, which will spread everything outward toward the rim...and the farther you go from the center of the design, the more "out of kilter" the design will be. Thus, the outside edges of the lettering will show the doubling the strongest. Now look again at the 1964P-1DR-002 photos with this in mind, and you will see exactly what I mean...little to no doubling anywhere in the center region of the design, with separation showing around the outside edge of the design...
