I know a certain amount of fluctuation is very normal when it comes to the linear alignment of the serial numbers. So the question is, how far out of alignment does a number have to be before it would be considered a stuck digit? Using this note I found as an example, is that far enough or does it need to be closer to half of the number out of alignment?

I really have no idea.. Maybe the notes really start picking up in value when part of another digit is also visible, but I've never even seen a number as misaligned as the one in your picture..

I just found this one on ebay that is graded as an error and it doesn't look too much more out of alignment... maybe a little. Wish it had a better picture.

Those graded ones are going for $15 to $20 and they are all last digit 8 strangely enough. Ah here is one not an 8. It went for $21.

ikandiggit, how much do you pay on average for your stuck digit errors?

It varies. Slabbed, I've paid as little as $40 and as much as $75. It depends on how dramatic the error is, the denomination, the grade of the note and in the case of the two $10 notes, they were consecutive numbered notes (but the seller had them in two different auctions) so I was willing to go higher. I was lucky to get them both but I still paid an average of $75 for each them.

I should also mention, I've seen them for sale on different currency sites for $150 and up.
