Mercury Dime- Cud? Lamination Error?

Tried scanning this coin, the pic may be too small to tell what's up.

Between "TE" in "STATES" there is a raised bump. Does this look like some sort of Cud or lamination error? It has some of the minting details (rim, maybe the top of the T), so it doesn't seem like a Cud.

Ideas? I'll try to photograph later.

It shouldn't negatively affect the value. It's possible that someone who likes laminations might go over book for it.
