He does acknowledge that he has been informed about the item possibly being altered. Of course, he also admits he closes bidding before auctions are over, without a "Buy It Now" option.

I'm guessing with a return policy that these bidders are hoping to hit the lottery...and I believe the guy saying "but it has been my experience once some offers a large amount to end it now, and let them have it, it's something special." doesn't mean he closes the auction before it's ended. He is simply stating that it must be valuable to get that kind of offer. Let's just hope the winner gets it checked and returns it, instead of taking it to a dealer one day and finding out the hard way.

What's it altered from? I compared it to a 1918 and I don't think that's it.

Explain it please? There are certain diagnostics that easily separate 1916 from 1917 SLQ's, and there is absolutely no way this could even have a slight shot at being a 1916. Search the Classic US Coin section for a 1916 SLQ thread and you'll see the differences, or just look up 1916 and 1917 SLQ's on ebay or another venue and compare.

Doesn't look like there's anyway in heck it's an altered 1917 to me unless the 7 was completely removed and a 6 added.

And a good quicker method is to check the rivets on the shield. On 1917's those are a lot more pronounced and stronger, on 1916's they always come weak.
