One thing for sure - coin it isn't!
The symbols on the top image could be elements, kinda looks like fire ... "fish skeleton" could be water, something like that. My guess it's some kind of charm.

Yep, it's Emperor Yao. The four characters around the reverse translate to "Three Sovereigns Five Emperors"; Yao was the fourth of the "five emperors".

"Fantasy dollars" like this are common tourist pieces in China; it's probably from a "set" of eight medals depicting each of the "Three Sovereigns and the Five Emperors".
