My guess is that the MS coin is harder to come by...it does happen...population reports probably have something to do with that.Numismedia FMV also lists the MS coins as more valuable.

Of course actually determining which is scarcer is rather difficult since as of a few years ago PCGS decided to call ALL 1856 flying eagles Proofs whether they were proofs or MS. They came to that decision after being called on the carpet several times for certifying MS only die combinations as Proofs and Proof only die pairs as MS. They could not consistently identify proofs and MS versions and when they tried to do attributions of the dies they couldn't get them correct consistently either. SO they just gave up and now call everything Proof.

Might be just an error too. If you look at the 2010 book, same page number you would see both are listed as $22,000

According to Rick Snow, the mint-state coins originate as one "business strike" die pair (Snow-3), also showing a repunched date. This die pair was also the original pattern struck by Longacre for Congressional approval, and has greater demand today. The proofs represent a later strike of 1500 coins versus the original run of 500 from the Snow-3 die pair.
