Excuse me, as I'm new at this. I've read the WAM posts down below, and had a question. This issue is just for 98, 99, and 00s, right? Do older coins all have the WAM, the CAM, or a mix of each?

1959-1992 Should be Wide AM's on the business strike cents.
1993-2008 Should be Close AM's on the business strike cents.
1959-2008 proof coins should be wide AMs, except for the 1993 proof which is only proof Close AM cent.
So the 1998, 99 2000 Wide AM's are out of the normal for business strike cents.
1992 Close AM are very rare and out of the normal for business strike cents.
1998, 1999 Close AM proofs are also out of the normal for proof cents.
These are the ones that carry a premium for the different reverses than normal.

Thanks!

ok...dumb question maybe but how can you tell the difference between a business strike coin and a proof that has slipped into circulation and made the rounds?

Some proof coins have a mint mark on them. On cents the post 1968 forward coins have an S mint mark on proof cents. But there are also other pre 1968 coins that don't have the mint mark to identify a proof coin. Here is what the difference will be on these years:
WAM-Question
The proof coins have the polished dies/planchets and usually get better handing than business strike coins. The mirrored devices show the difference quickly.
