well considering its in a genuine slab instead of being graded and its non gradable for "altered surfaces" according to the code I have no idea what it would be worth. As a rule of thumb a problem coin is usually worth about 50% of what a problem free coin in the same condition would be worth

I think I'm going to send it elsewhere for a regrade. I was unaware of the code you mentioned. I know for a fact that this coin hasn't been altered, at least in the past 43 years. Hmmm, thanks for explaining that though. I did some research and there are several similar complaints popping up regarding PCGS rejecting grading on unaltered coins.

yeah, I have heard others saying they have resubmitted coins and they made it into a graded holder. From a Heritage sale in August 2010 one in MS-63 sold for $690.00. So it would be worth the resubmission fee's if you could get it into a problem free holder. If you scroll down on this page http://www.pcgs.com/grades.chtml to the "problem coins" section you will find the codes PCGS uses on why the coin didn't make it into a problem free coin. Its the number behind the "." in the serial number (on your coin the number is 94). this is what they say the Altered Surfaces means

This No Grade covers anything added to the surface of the coin to either "improve" its appearance or to cover marks. Surface alteration methods include adding: dental wax, putty, lacquer, nose grease, etc. "Thumbing" is the application of a putty-like material to fill in marks, scratches, and other defects or to haze over portions of the coin. Coatings (such as lacquer), while intended to protect coins, result in a No Grade because it is impossible to determine the quality of the underlying surfaces.

Thank you so much for your help. I am a new collector so I am grateful beyond comprehension that a site like this exists. I didn't realize how involved the whole coin collecting process was, makes learning even more intriguing. Glad to have found a challenging hobby with experts readily available.

Assuming I resubmit the coin and it's determined not to be altered, as I suspect, what kind of grade range would you think is appropriate?

these O mint Morgans are a real challenge for me because they are known for weak strikes so maybe someone else would be better to answer the grade question than I am. With you knowing that I am not very good at these O minted coins if the weakness in the hair is from a strike issue (which it looks like it is to me but I am no expert on these things) I don't see any problem with it being a MS-63. If the weakness in the hair is an issue created by circulation then Au-55 would not be out of the question. So I guess my grade is somewhere between AU-55 and MS-63 but there is a big swing there so I would wait for someone else to answer this question before you just go on what I have said
