Meldercat is correct in that the ebay require that fakes / fantasy items are clearly marked as such. The sellers I am referring to do not call their coin fakes nor do they actually word their listing to state that they are genuine, they just imply that they are genuine and offer money back if not satisfied.
ebay doesn't have the expertise in house to judge whether these coins are fake or not and remember that they get money from all these items that sell regardless and again when Paypal is used. We can contact them till the cows come home with as much proof as we can but we are only individuals and in general are ignored until it is too late.
ebay has even remove the ability to contact and warn the potential buyers until after they have left feedback (usually positive at this point), at which point they have already paid and have the item in hand.
