I wouldn't preclude EF-40 but will have to also say VF-35. Nice looking penny!

I would grade this Vf-30 at best. Too much wear on the O and the AM. Also not all lines on wheat showing. If this was in my own collection I would rate it lower as I always grade down if any doubt.

I think the O and AM are probably just strike artifacts. I sift through MS rolls all the time and various letters are often weakly struck and, at times, non-existent.

(wheat lines can also be poorly struck particularly on the edge facing the rim)

Yes, the weakness in the O in ONE on the reverse is NOT wear. It is opposite the high relief shoulder which is why they later (a couple times actually) lowered the shoulder relief on the Lincoln Cent.
