1992 Siver Eagle Doubling Question

My son bought this for his girlfriend at the last local
coin show in the fall.
I was wondering if anyone else has noticed doubling in the
hand and leaves like this at the center of the coin
At what might have caused it.
I am not sure when they started the single squeeze hubbing
and thought that maybe the hub and die made contact initially
and they backed it off for some reason and during the reset
it shifted? Just trying to get my head wrapped around it
Or am I completely off base.

I had some bad luck with a few ASEs,a while back,,they also had mushy hands,look at the fingers on the right hand also,the thick to thin stripes on the reverse shield were the same,,I am not saying that they are the same type coins,,but put them on the scales.....
