Those are some really well placed die gouges then!

Sure looks like notching to me, especially on the 1 in the date.

If the peripheral devices are incuse just like the circulating quarters, then it is only Machine Doubling. Devices in relief on a coin are incuse on a die and incuse devices on a coin are in relief on a die(just like the hub that makes dies). Because of the differences of incuse vs. relief, incuse Machine Doubling looks exactly like a doubled die but it is not.

Not sure if the peripheral devices or incuse or not.

Doesn't look like it from the photos, but I've been fooled by that before.

I've heard the incuse Machine Doubling explanation before. Is it just NOT possible for anything in relief on a die to be doubled?

Ahh yes! I forgot about the incuse doubling explanation on the 2010 shield cent! Great job Bio! The doubling is in the incused areas of the coin and it just appears to be the other way around.
