Cheers, first post.

While looking at my Steel penny I noticed that the lower part of the sleeve seemed to be worn, I've seen it in other Steel pennies and I dismissed it as a Struck Through Grease error/ Weak strike, but am I right?

Sorry no pics, I've yet to master the art of coin photography, the best you would get would be a jumbled mess.

So is your coin uncirculated? If not, I would say you may have coin wear. As for your question and the best guess answer I can give you is that it is rather common for a stippled effect to show on the shoulder of Lincoln on most dates of wheat cents because of issues with strike.

Yeah, I forgot to mention it's uncirculated, though I've yet to get it graded.I've looked through some more pictures and the reoccurring theme seems to support my hopes.
