Why is it that Washington quarters can get grades of MS-65 and up w/out full hair lines, when I can't think of any other coin that would get the same treatment?

Sorry if it's a simple explanation, I'm still relatively new to numismatics.

Even though the obverse of any Washington quarter looks similar to the first one in 1932, there have been 15 modifications with many affecting the bust details. There were also 6 modifications of the eagle reverse through 1998.

One of the hardest parts of grading, is that once you think you've got it.... another factor gets thown in.

Many coins are graded different for different year groups...
For example the early Standing Lib Quarters, Tp1 and Tp2 had different master hubs, compared to later versions of of the quarters, so Full Head might be easy on an earlier date, and almost impossible on a later date.
Mercury dimes have the same issue with the full bands... the 1945 P (the last year) is almost impossible to find with Full Bands, the master hub had just been used too much, and the details weren't there to start with.

Your question with the Washington quarters falls in the same category, with all the hub changes, each hub has it's own grading standards.

Only lots of study, and looking at a zillion coins, can you get comfortable with grading some series of coins..

Hope this helped... it kinda gives me a headache
