Yep, it's a "Mason's Mark" from a Royal Arch chapter. This one has been issued; as I understand it, when a Mason is "made" or joins this rite the circular disk in the centre of the keystone is engraved with that Mason's unique engraving, or "mark". This token has just such an engraving.
