The writing is not Arabic or Ottoman Turkish. The number "2" strikes to my eye, as no Ottoman or Middle Eastern (old) coins have latin numbers on them.
the number 2, puts it totally out of middle east countrties, most likely a token or game coin, there was no effort to put in any legible writing except for a numerical value
