This is my first coin I bought...probably newbie mistakes of not really looking closely at the coin besides from a glass case. So I can't tell if this was already like this or did he switch it up on me or what...but there seems to be some moisture creeping up the coin looking marks on the lower right on the maple leaf side..and some dots on the queen side.

Is this normal?

It sounds like what you are describing are 'milk spots'; if so, it is a common problem with Silver Maples, especially those not mint-sealed.

How do I make sure something is in mint seal? It came in those circular holders. Is that from moisture?

Nah, it's from the chemical bath. Try google-ing milk spots.
