I have a 1993 SAE proof it is spotted. Does this effect the value and if so how much. You really have to look closely to see the spotting. It really showed up in a picture that I took.

yes, spotting on proofs affects the price. How much is dependant on how bad the spotting is.

I see toning from the R to the T to the Y. That is not the same as spotting, I think there is little to no change in value from an untoned example.
