The hair is a raised Wishbone Shape over the ear. If viewed from the side it kinda "pops" out. The easiest die marker is, as posted, the missing serif from the lower left side of the I in Liberty. On the reverse, there are Broken Rays extending outward over the Eagles left wing. Also, the G in the FG is missing serif as well. There is also a transitional variety where a corrected obverse die was used with a "bad" reverse. That's your markers.

According to what I read, "As the story goes, JFK's widow Jackie Kennedy did not like the design of the hair on the President's bust and demanded that it be revised. Imagine that, a First Lady complains and the US Mint hops to and retools the die just to make her happy!" I guess when your the widow of an assassinated president you have some say so about what the coin is going to look like!
The accented hair variety were only made in Proof and only in the early production sets in 1964. They are somewhat uncommon. I was given the privilege to examine 5 brand new still in the mint mailing box sets last summer for a friend. I discovered that his sets where ALL the accented hair variety. I was helping him evaluate his collection he
inherited and he paid me for my services with one.
On a side note, the 1964 proofs were plaqued with spots so to find a clean one, whether an accented hair or not can be a real feat! Now I have to find your Goodwill store that sells coins!
