My guess is that the spot wasn't on the coin when it was slabbed, this coin more than likely pulled a 68 or 69 from NGC.

I really like the jefferson toners.

PF67 by NGC.

Adam_E - I know how you can get confused. The first picture looked like the fake tones. I think one way to tell the difference is that the HT coins lose some of their luster, the original pic here looked to still have it's luster. It's definitely hard to tell from photo's though. I accidently did a "buy it now" on one of the HT coins from ebay and in person they are really easy to tell. They have a waxy look to them.

Whats really sad is that 66 is below what a proof straight from the mint should grade.

68 is the norm for proof coins, I find it hard to believe that this coin was not even up to standard for a proof issue.

I have seen so many 69s from PCGS that had dings on the face and hair that this coin should have easily made the basic proof issue grade.

are there dings on the coin that do not show up well in the pics? hairlines? I know the environmental spot was not on the coin when it was slabbed, what held it back?

I have around 20 proof nickels with this type of toning... not as nice as this one, but probably higher grades. I also have around 50 proof nickels with cobalt blue and other nice toning. I think this year I'll send them all in for grading and have a nice rainbow of slabs to add to my colletion. I will let you guys know when I have them graded, and we'll do the same test.
