Parts look like deterioration, other parts look like hub doubling.

I've found that modern Sudanese coins can often be very weakly struck and/or have worn dies. Whichever mint is responsible for Sudan's coins seems to have poor quality control.

Look at that secondary impression just above the eagle's head. That sure look like a doubled die to my eyes. In other areas, I canot tell if it's a doubled die, or the Arabic script has been re-worked.

I don't know what to think.

Another thing throwing me is at the top (forgive my ignorance), but the little underlining squiggly doesn't seem to have the doubling or shadowing effect.

Yes, it's inconsistencies like that which made me wonder if the script was changed.
That said, I don't think it's die wear. If it was, it would be spreading from the outside of the design towards the rim.

This coin was also attributed by Lou Coles, labeled as 3-R-IX on the 2x2.

Everything I've read so far about class 9 doubling is that it is a fairly recently added class brought on by the single squeeze era.

Sometimes these are attributed to class 8 with peripheral doubling or centrally located doubling. In my limited experience studying the classes, 8 seems closest with the ghostlike doubling.

I'm going to go throw some Verdi-Care on it and see if I can clean up the doubling a little better.
