Googling the exact phrase "International Institute of Community Service" comes up only with CVs of three people claiming this honour for themselves. With a name like that, I strongly suspect it's one of those "mail-order honours" that was fashionable a few decades ago - send them money and they'll send you a medal with your name on it.
