Yep, die clash combined with what I used to call the orange peel effect in the fields caused by severe die wear.

The orange peel affect is what they call it on poorly plated (bad rinsing) Zincolns. What you are seeing on this one is die flow. with the continuious stream of coins passing through the dies, they start to develops this lines at flow to the rim. Just like us, these are a die wrinkles showing age.
