yep, Struck Through Grease. Fairly common, but on the Wyoming quarter its sort of dramatic with the lack of detail.

think it may be grease but I aint sure it may also be a planchet error

Thanks to everyone for their comments, very appreciated. I have never seen this error before, but like 222 said above, lack of detail really highlights the error on the Wyoming Obverse. These coins, 23 in all, came out of one mint roll I purchased by in '07. Never open them until now while putting some sets together. The error shows in varying degrees from coin to coin, reverse and obverse for all 23 coins.

Planchets are rough little things before they are struck into coins. A thick layer of grease will not allow the original planchet marks to be obliterated by the strike, leaving a very rough appearance in a clearly defined area.
