The auction. I was the seller.

The transcript of the paypal nonreceipt dispute.

From Buyer -

Hello.

Today I received the stamps and a selection made by me, I have found that 45% are double and 10% are ruined.

Are not what I saw in the picture.

I await an explanation, thanks

From Seller -

The auction description states "Nine coins from Italy, all quite old. I admit a few are eh." It does not say that they are all different. The picture clearly shows that one of the coins is "ruined". If you are not happy, I'll be fine with returning all of your money, $8.54. You keep the coins. However, what you received is exactly what was shown in the pictures.

Maybe she did not understand it.

20 days have passed and still not get anything

From Seller -

I don't understand your messages. Did you receive a package from me?

From Buyer -
3/3/2011 09:00 PST
No...........ancora non ricevo nulla!!

From Seller -
3/3/2011 09:12 PST
Here's your money back.

A Refund was issued

Ummmmmmm......I'm starting to think that I am going to stop selling anywhere outside the US. 20 days doesn't seem like a long wait for Italy. The buyer files a nonreceipt dispute and seems to say they did receive. Then responds as though they did not. I still don't know but I'm glad it only cost me $8.50. Well, it cost me the loss of the coins plus what I spent on the postage to send it. So I guess I'm out about $15. Out of several hundred ebay sales, I've had this bad one and only one other.

UGH, I feel like the buyers have all the power on ebay! They don't have to read the auction, they can say they didn't like it or whatever and file a dispute and they win. They can leave negative feedback if they want and not take responsibility. It is unfair to good quality sellers- I understand about low quality sellers and protecting buyers from those, but there are a lot of good quality sellers that get dinged by bad buyers.

Sorry this happened to you! I wouldn't deal with outside US, personally.

Good to hear it was a fairly small loss. I'm based in the UK and I find with Italy and France I have had problems sending to, though never with the USA or Germany. Now I just send registered tracked mail with all international transactions through ebay - saves any worry, and I have never known a tracked package go missing.

I agree in that I stay away from selling or buying outside the US. There are different rules for non US sellers and the communications problems to think about. The only time I have sold overseas is when the potential buyer contacted me and asked to be allowed to bid.If he/she sounded sincere and communicated well, I did it...other than that...no.

Language barriers can also be a killer of international ebay auctions. For me, it is just not worth the hassle to deal with it and I do not accept any international bids on ebay although I will sell to Canadian bidders. For forum sales, I am always willing to ship anywhere in the world as the level of transaction comfort is much higher than on Ebay

I'm torn about selling outside the US. More work with customs and stuff. Trickier to deal with and feels riskier. However, I just sold a German coin for over $200 to a buyer in Germany. There is no way there would be enough interest in the US market to drive that bid up that high.

I stick to Canada and the US with pretty much anything. It's not the money that is the problem, it's just the hassle with tracking/duty slow delivery. I've been on both sides of the Can/US border and sending pr receiving from either has evolved to pretty much a snap both for tracked and untracked shipping.

I mean shipping numbers issued by the Canadian and US post offices can even be tracked on each others web sites, doesn't get any easier.

I have bitten the bullet and shipped elsewhere, but I prefer not to when PayThief is involved.

I think this guy is not talking about your sale. I think he's confused and talking about another purchase he made.

In the old days you could track down a user's recent purchases more easily and tell for sure.

I agree, sounds like this guy bought some stamps from someone and thought this was the paypal transaction he thought it was when it wasn't. I bet you could have won this one

The seller can still see user name and feedback so they can still check their transactions. I would look to see if they purchased any stamps from anyone and they have left feedback for or left for them on the transaction

A long time ago, I sold internationally on ebay. I'm considering it again.

I wouldn't ship to Italy on a bet. Sorry. The Post Office over there is a den of thieves (my experience). Stuff goes missing, or it finally shows up after long delays and significantly changed (real stuff stolen, replaced with junk).

I would also avoid Brazil.

Now, I've had good luck with UK, Germany and Switzerland. I've also heard great things about Denmark and Sweden, though I don't have any experience there.

I've also had luck on the other side of the world with Japan, Australia and New Zealand. I've had mixed results in Malaysia, but I would consider sending there again.

I can't think of anyplace in South America where I would send anything. Also Nigeria is fairly obviously a scam haven.

If I were in other parts of the world, I would ship coins or collectible stamps to the USA, but I would not offer anything over about 12 ounces in weight to the US. That's a change since last year. The "Toner cartridge bombs" last year mean that everything over 1 pound that's bound for the USA gets significantly delayed (2 months or more is not uncommon).

Deliver confirmation or signature confirmation to satisfy PayPal for "Seller Protection" is either unavailable or very expensive for international sales. You always take a chance on INR claims. Either don't ship it if you can't lose it, or make sure your buyer really, really wants to pay very high shipping.

The other thing is that most foreign buyers prefer Postal shipping to UPS and FedEx. It has to do with the "customs brokerage" charges. It's not the customs duty, but the amount the carrier charges to pay the customs duties and collect the payment from the recipient. For post offices, that's generally a fixed charge and it's usually pretty reasonable ($3 USD or less is pretty common). For FedEx and UPS, it is often a percentage of the total duties, and it can be as high as 20% or more in some countries. Always ask your buyer if they have a preference.
