It's a very dramatic-looking error. But there's no reason to suspect it was struck more than once. This is a full, centered, first-strike brockage/broadstrike that exhibits strong cupping. The top coin inevitably curls up toward the hammer die when it's struck. This is also true of the equivalent U.S. coins, which are also mis-labeled as die caps.

These irrisistible errors needs attribution/ or slabbing by licensed experts. CCF has many: Mike Diamond, Coppercoins...What I do not know is whether they accept attribution from outside the U.S.
