I found this in a new roll of 2010 quarters this morning:

I've found a few in my days, all have been from new rolls of quarters, and all seem to have scratches and small anomalies. does the minting process press out these imperfections?

Yes it does.

I should add that it depends on how badly damaged the planchet is. Most surface scratches and minor imperfections will disappear when the metal flows during the strike. If it is deep or if the planchet is cracked then those will show.

Nice ! So we can almost say 2010 blank planchet quarter cause from a 2010 quarter roll. .

I have never found a blank planchet either but I also never roll search. I have gotten rolls from other people when they are paying for things or if they have change and want cash for them from a few family members but thats it. I am not into modern coins so searching through rolls seems pointless to me because I hate seeing them in my pocket and always just dump them in a jar waiting to get full so I can carry it to the bank. I couldn't imagine looking at a whole box full of the same coin. I think maybe I have sent something nice to the bank but hopefully if I have it will spark a YN to collect or a collector will find it someday

What you have is an "upset" and 'annealed" blank. When blanks are punched on the press they are quite hard. The edge is then rolled on or "upset" while its still hard. Next it's annealed or softened by heating in a furnace [i think about 1200 F for steel and Ni cooler for Cu] after that blanks are cleaned by tumbling and washing; I think they use some soaps or chemicals here.On copper they definitely use chemical cleaning -probably sulfuric acid for a shine ; but don't do that to a coin or will be worthless. It's the tumbling that creates the fine marks . The blank is quite soft now and striking will remove any marks. Striking will also revert the coin to a harder condition known as "work hardening" You also get this effect when you bend a wire back and forth and it gets harder and harder .
