On American coins, I don't think its considered off-punch or broad-strike until part of the design is cut-off.

Still within tolerance. To be collectible it would have to be off quite a bit more.

still...it's pretty cool to find these, they don't always have to be dramatically changed to be interesting or collectible

I agree completely! I collect even the most minor flaws even though they don't have a premium value.

On American coins we call this MAD (mis-aligned die),to be off-center it would have to include both sides of the coin.
