Does this look like it is a 1964 JFK Half Dollar with an error or maybe a case of someone who cut the top of this coin off for whatever reason ?

Might be a clip. Someone much more knowledgeable will chime in shortly.

That can't be reeding on the inside of the "clip" could it be?

There is no reeding on the inside of the clip

Looks like someone clipped off a piece of silver which is what the reeding was initially supposed to prevent.

looks like a clip... you can tell it's not PMD because of the effect on the obverse at 6 o'clock...

I'd say genuine clip. Note how the letters dol flow toward the gap, and the rim bulges exactly across the coin. This is called the Blakesley effect.

I gave the coin a good look under a magnifying glass. On the side view there appears to be what I would call 'tool marks' inside the groove and mark on either side of the groove that extends into the reeding.

We need better images of the ends of the straight clip area. It looks legit, but these images would help a lot.

This is, without a doubt, an incomplete planchet (straight clip). Note, as Darth mentioned, the Blakesley effect on the area opposite the clip at 6:00. Fun piece, but relatively common for the year. I've seen similar '64 Halves sell for $20-35, better than it's silver value! Neat coin, thanks for sharing! NOT PMD!! lol

It certainly looks legit based on the weakness around the date as pointed out, but that "reeded edge" look made me hesitate.
