I'm usually always on the lookout for coins that could be collectibles or have value. Well today I found a 1983 penny in my pocket change and it has the state of Minnesota above the date with minute inside the state. I've looked everywhere on the internet but can't find any info on it. Please help.

I believe it is just a novelty and is technically considered PMD, post-mint damage, and carries little to no premium over face value. I have one with Florida and one with New Hampshire I think. People with more knowledge here than me will give you more info shortly I am sure.

These are just novelty items..but sometimes can fetch a buck or two

They gave away a full fifty state set of them as a door prize at a coin show I attended Saturday. They were dated 1976 and 77 and the set was valued at just a couple dollars. At least two sets have come into the local club meeting lately, I forget what one of the sets was dated but the other set was all dated 2000.

It's what is called a counter-stamp. To most collectors it is considered damage, however, some people do collect counter-stamped coins and to them it might be worth a buck or so.
