Please look at both S's, the A and E in STATES, and F in oF.

Some areas of these letters appear to be raised. Its as if there is extra metal there. What causes this?

The most likely scenario, to me, is die polishing, or deterioration. Struck Through Grease also came to mind.

If you've seen this before and know what it is, please let me know. Thanks

Machine doubling. Some areas raise because of split plating and the zinc starts working.
