From the inscription and the design on the back it is Canadian - the flowers resemble the Bouquet series of tokens. But the portrait of the Queen is the one used at her Jubilee in 1887. Victoria ascended to the throne in 1837 so in 1887 she celebrated her 50th year as queen and they modified her portrait on GB coinage.
It is difficult to tell if it is the crowned Jubilee head of 1887 or a crowned old head of 1897. To me it looked like the later. Interesting that she is facing right rather than her usual left.
Can you read what is written across the centre of the reverse side (side with Canada on)?
There are two ribbons, the one on the left I can make out the numbers 18, on the right its to corroded to make out anything. On the bottom is a raised ares where I can see the letters A N A D which is most likely whats left of Canada.
