Goetzenburg is a former castle, now a hotel/restaurant/meeting site. It's located in/near Jagsthausen in southern Germany (Baden-Wuerttemberg). So yes, this appears to be a tourist medallion, probably either given to guests of the hotel, or to advertise the hotel.

Could be a 1980 medal, issued to commemorate the 500th anniversary of Götz von Berlichingen's birth. The other side would then show where he was born, or rather grew up.
