A friend of mine came back from Mexico and brought this back, I have never seen one before. I was wondering if it was some sort of commemorative thing or just a normal coin.

They were issued in cupronickel for the World Soccer Cup of 1986 and circulated heavily in those years.

Conmemorative issues were made in silver and gold with this design and other designs as well.

You bet they got used. The "special" thing is that it commemorates the Mexican hosting of the World Cup in 1986, just as the 1968 Olympics has a $25 peso coin.
