This Roosevelt seemed borderline to me - it looks as though the split is full, except there is a slight mark going across it making it a big less obvious. The top band definitely is full, so I've only posted photos of the bottom. If the consensus is FB (or enough of a possibility) - I'll send it in for grading. This particular year (1961) is one of the hardest to find in FB, so there can be quite a value difference assuming the coin could hit MS-65 ($5 vs $175 by PCGS book value, though the 65 isn't by any means a sure thing).
FWIW, I've seen that going "full" at PCGS. CAC has the strictest standards. I don't have the link to those handy. Basically, though, any interruption, it could be a hit from another coin, even, CAC won't call that "full."
